John W. Marshall, Secretary of Public Safety

On January 15, 2006, Governor Timothy M. Kaine appointed John W. Marshall to the position of Secretary of Public Safety.

As Secretary of Public Safety, Marshall has responsibility for the oversight of 14 agencies and over 22,000 employees, including the Department of Corrections, Virginia National Guard and the Virginia State Police. Prior to his appointment by Governor Kaine, Marshall was appointed Secretary of Public Safety by Governor Mark R. Warner in January 2002. Full Bio


Gail D. Jaspen, Deputy Secretary of Health and Human Resources

Gail D. Jaspen of Manakin serves as Deputy Secretary of Health and Human Resources. Jaspen served in Governor Warner’s administration as Chief Deputy Director of the Department of Health Professions, as well as Deputy Counselor to the Governor and Special Assistant for Policy. Her career in state government also includes more than 15 years with the Virginia Attorney General’s Office.

 

 


Colonel Jenny HolbertColonel Jenny M. Holbert
U.S. Marine Corps

Jenny Burdick Holbert enlisted in the Marine Corps in 1978, and attained the rank of corporal as a photojournalist at Quantico, VA, before her commissioning as a second lieutenant in 1979.

Second Lieutenant Holbert served as a deputy disbursing officer with 3rd Force Service Support Group at Camp Hansen, Okinawa, and Marine Corps Air Ground Combat Center, 29 Palms, CA, from 1980-1984. Captain Holbert transferred to Quantico, VA, and was the Executive Officer and Commanding Officer, Development Center Company, Headquarters and Service Battalion; Adjutant, Security Battalion; and Head, Visitor Control, Marine Corps Base Quantico, until her discharge in 1987. Bill NashWilliam P. Nash, MD, Captain, Medical Corps , United States Navy

Bill Nash was commissioned in the U.S. Navy Medical Corps in 1978, after he graduated with a doctor of medicine degree from the University of Illinois College of Medicine in Chicago . His subsequent post-graduate training included an internship in surgery from 1978 to 1979, and a residency in psychiatry from 1982 to 1985, both at Naval Medical Center , San Diego . In addition to a tour as a naval flight surgeon, Dr. Nash served at Camp Pendleton , Portsmouth , Bremerton , and San Diego in several clinical, teaching, and leadership positions, including as the head of two Navy SPRINT (Special Psychiatric Rapid Intervention) teams and the director of two Navy psychiatry residency programs. Harold Kudler, MD,

Harold Kudler, MD, Manager, VISN 6 Mental Health Service Line and Duke University

Dr. Kudler received his M.D. from Downstate Medical Center in Brooklyn, New York and completed psychiatric residency training at Yale University where he served as Chief Resident at Yale-New Haven Hospital and, later, as Chief Resident/Clinical Instructor at the Yale Psychiatric Institute. He joined the Duke Faculty in 1984 and is Associate Clinical Professor in its Department of Psychiatry and Behavioral Sciences. Having served as Assistant Chief of Psychiatry at the Durham Veterans Affairs Medical Center for a number of years, Dr. Kudler is now Mental Health Coordinator for Veterans Integrated Service Network, Number 6. David Cifu, MDDavid Cifu, MD

David Cifu, MD is the Chief of PM&R Services at the Richmond Veterans Administration Medical Center . He is Chairman and the Herman J. Flax, MD Professor of the Department of PM&R at the Virginia Commonwealth University (VCU – 1998-present) School of Medicine in Richmond , Virginia . He is also Chief of PM&R services at the VCU Health System (1998- present) and the McGuire VAMC (2006-present). He is President-elect of the American Academy of PM&R and will serve as President in 2007-8. He is PI or Co-PI on 5 active research grants, including the NIDRR TBI Model Systems and NIH TBI Network Sites projects. He has been involved with over $15 million in research funding on 15 grants, has published more than 130 research and review articles, 50 abstracts, and 11 book chapters, most recently 2 chapters in the past year on the rehabilitation of traumatic brain injury. In his 19 years as an academic physiatrist, he has delivered nearly 350 invited lectures in all areas of PM&R, with a focus on rehabilitation of neurologic-related disability.


Commander Donald P. TroastCommander Donald P. Troast

Chaplain Troast graduated from Midland Park High School in Midland Park , New Jersey , in 1970. Upon graduation from Hope College in Holland , Michigan , he attended the Theological School at Drew University in Madison , N.J. where he obtained a Master's Degree of Divinity in 1978. During his third year of seminary, Chaplain Troast served as a Staff Chaplain at the East Orange , NJ Veteran’s Hospital. Full Bio

Dr. Mason holds faculty status at William and Mary University and Eastern Virginia Medical School, and he is a community supervisor for The Virginia Consortium Program in Clinical Psychology. He is the president of the Tidewater Academy of Clinical Psychologists, sits on the Executive Council the Virginia Academy of Clinical Psychologists, and is a member of the American Psychological Association and Virginia Psychological Association. Dr. Mason is listed in the National Register of Healthcare Providers in Clinical Psychology. Full Bio


Victoria Cochran, JD

Victoria Cochran is a leader in the area of mental health and criminal justice interface issues. A litigator for more than two decades, she dedicated the majority of her legal career to indigent criminal defense. Active in community mental health advocacy, Ms. Cochran began her work in jail diversion in 2001, leading a coalition of consumers, law enforcement and mental health providers in the development and implementation of Virginia’s first Crisis Intervention Team program. Cited by the Virginia Department of Criminal Justice as a model for prospective BJA grantees, this innovative program is being replicated in communities throughout the Commonwealth. Ms. Cochran provides presentations and consultation for stakeholders on consensus building and jail diversion program development. She serves as a member of the Virginia Commission on Mental Health Law Reform, Chair of the State Board for the Department of Mental Health, Mental Retardation and Substance Abuse Services and on the Board of the CIT National Organization. Ms. Cochran has been an adjunct faculty member in the Department of Criminal Justice at Radford University since 2004. She received her B.A. from Oberlin College and her J.D. from the Marshall Wythe School of Law at the College of William and Mary.


Bill Janis

Delegate Bill Janis has spent his life in the arena of public service. As the grandson of immigrants, Bill was the first member of his family to graduate from college, attending the Virginia Military Institute on a Navy ROTC scholarship.

In May 1984, Bill entered the United States Navy as a Commissioned Officer. A veteran of the Persian Gulf War, Bill served at sea in submarines and destroyers.

After 11 years of service, Bill left the Navy as a Lieutenant Commander and entered the University of Virginia Law School. While studying, he worked in the Commonwealth’s Attorney’s offices of both Albemarle and Henrico Counties. Bill was admitted to practice law in the Commonwealth of Virginia in January 2000. Kevin B. Secor, Special Assistant to the Secretary of Veterans Affairs

Kevin B. Secor was appointed Special Assistant to the Secretary of Veterans Affairson November 28, 2005. He serves as the Secretary’s National Veterans ServiceOrganization (VSO) Liaison, responsible for keeping VSO’s informed of the department’s goals and priorities while communicating to the Secretary their
concerns and suggestions.
Prior to his appointment, Mr. Secor was a Master Gunnery Sergeant in the United
States Marine Corps and served as Senior Marine Aide / Military Assistant to the Vice Chairman of the Joint Chiefs of Staff and Senior Enlisted Marine to the Joint
